The House of Representatives is displeased at the Presidency over its failure to present the Medium Term Expenditure Framework (MTEF) and Fiscal Policy Paper (FSP) to the National Assembly, four months before the end of the year as prescribed by the guiding acts.
The lawmakers following a motion of urgent public importance, moved by Clement Jimbo said they were worried that the delayed presentation of annual budget proposals to the parliament would leave lawmakers with little time to do a good job.
Hon. Jimbo pointed to Section 11(1)(b) of the Fiscal Responsibility Act, which mandates that “the Federal Government must, not later than four months before the commencement of the next financial year, prepare and lay before the National Assembly a Medium-Term Expenditure Framework (MTEF) covering the next three financial years.”
To this end, the House mandated the joint Committees on National Planning and Economic Development, Appropriation, and Finance to ensure compliance within two weeks.
